Caritas Egypt is a non-governmental Egyptian organization registered at the Ministry of Social Affairs in 1967 under No. 1150 and affiliated with Caritas International. It was recognized as a public utility organization in 1975.

Caritas Egypt started a change journey to transform the organization and develop a Country Strategic Plan (CSP) 2023-2027; it sets out the primary strategic programming, operational and resourcing objectives, and approaches and prioritizing operational areas/domains for Caritas Egypt.

As part of the programming restructuring, Caritas Egypt seeks to hire the Child Care and Protection Program Manager to provide direction and management for Caritas Egypt’s strategic Child Care and Protection projects and interventions.

Job Summary / Purpose:
Under the direction of the Deputy General Director for Strategic programs, the Child Care and Protection Program Manager will be responsible for providing direction, supervision, and management for Caritas Egypt Child Care and Protection projects and interventions to ensure achieving Caritas Egypt Strategic Directive: “A safe community that can provide high-quality child-raising and development services based on children’s best interests and where adults can protect children against different kinds of child violence, abuse, exclusion, and exploitation.” Furthermore, to ensure high-quality design and implementation for the projects and interventions connecting to the program’s strategic directive.
As a Strategic Programs management team member, in collaboration with the Deputy Director for Strategic Programs, s/he will be responsible for managing the transformation process of the projects` designing, implementing, and monitoring models through adopting a participatory approach to ensure following Caritas Egypt methodologies in applying the organizational vision and mission, mobilizing the staff capabilities, and involving community stakeholders to achieve the program strategic directive.

Responsibilities – Job Description:
Responsible and accountable for achieving Caritas Egypt’s Vision & Mission and Child Care and Protection Program goals by providing effective management, supervision, support, and oversight for all program projects.
Support the Deputy Director for Strategic Programs in undertaking a senior internal and external representation role with donors, government counterparts, and other key stakeholders regarding the program’s various components.
Responsible for funding, designing, and overseeing timely and quality implementation of the Child Care and Protection Program and promoting learning through robust M&E.
Ensure accurate, timely, and quality program delivery for all key projects.
Ensure that the development and rollout of the program advocacy strategy align with the approved Country Strategic Plan (CSP).
Ensure roll out of the Partnership Management & Support Framework, with all the program’s significant deliverables, including identification, assessment, and strengthening of partners and embedding of new operational and financial procedures for working with the program all partners.
Address and design the program’s key staff for working with partners and providing technical support for partners, both programmatically and from an organizational development program character related to the Child Care and Protection program.
Ensure having an agile and cost efficient operating & funding model that enables Caritas Egypt to achieve its operational goals through constant coordination with Finance and Operational departments to ensure close financial monitoring for all the program projects, with a particular focus on appropriate budgeting, use of resources efficiently, and practicing close tracking to follow up the progress towards all the programs Cost Recovery targets.
Promote and support improved performance management across Caritas Egypt Child Care and Protection projects and services, focusing on transparency and accountability practices.
Provide coaching, tailor individual development plans strategically, and complete performance assessments for direct reports. Ensure that the organizational values, behaviors, and shared commitments are fully understood and applied and are starting to become embedded across the program’s entire process.
Supervise the program management team, implement monthly project review meetings, ensure proper monitoring of projects’ impact, and assess activities in terms of their contribution to expected outcomes.
Discuss and validate the proposed changes/adjustments in activities with the project managers when needed.
Facilitate the learning environment, strengthen the open attitudes of “working together” within the program staff, lead knowledge management and cross-project learning, and enhance the program’s internal thematic networks.

Qualifications and Experiences:
University degree with a background in development and management spheres.
A minimum of 7 years`experience as a development professional in planning, monitoring, evaluating programs, and managing a pool of technical support is required.
Understand integral development issues and critical analysis of Child Care and Protection, early childhood programs, and safeguarding.
Understanding of the country’s development issues, trends, challenges, opportunities, and implications for Child Care and Protection issues.
Familiar with the concepts behind and practical application of humanitarian and development codes and standards related to Child Care and Protection.
Has networking experience with NGOs and INGOs level.
Prove experience of working collaboratively and openly with partners.
Excellent presentation skills – ability to influence and persuade.
Experience in grants management and managing multi-donor-funded programs.
Familiar with working with people and team management, including implementing code of conduct, safeguarding and anti-corruption measures.
Experiences in working in multicultural settings.

Physical Environment and Demands:
Typically, office environment with frequent field visits.
